This last step is the most important, LOSE TO FISH VIA RUNNING OUT OF CARDS it is Extremely important that you lose by running out of cards, not by running out of hands, also beware of flush's as the Orbital tag has now made it level 4. if you made 25% score and lost by running out of cards, then you have won.
